Doug Green manages Headwaters Economics’ Community Assistance for Wildfire (CPAW) program that has helped more than 80 communities across the country increase their wildfire resilience. Tackling complex problems and finding on-the-ground solutions are Doug’s strengths.

Doug has more than 25 years of experience in Oregon working for a municipal fire department in fire operations and wildfire prevention. Prior to that, he worked as a land use planner for a city planning department. After several decades of experience, he knows that municipalities are juggling many issues at once and solutions lie in bringing all the issues to the table, finding common ground, and applying common sense.

Doug was introduced to the CPAW program in 2016 when he represented the fire department of Bend, Oregon, which was selected as a CPAW community. After working closely with the CPAW team in Bend, he helped the city of Sisters, Oregon, successfully apply to CPAW two years later. He became a strong advocate of the CPAW program and its focus on public safety and effective solutions. In 2021 he began helping more communities as a CPAW contractor, and in 2023 he was hired by Headwaters Economics to manage the program.

Over the course of his career, Doug has provided training on structure and landscape wildfire risk assessments for fire personnel, land use planners, neighborhoods, communities, and other trainers. He is a member of the American Planning Association and the National Fire Protection Agency. His degrees in urban geography and fire science from Oregon State University make him an invaluable member of the Headwaters Economics team.
